Why Is Austin Jackson Not in the Majors

The New York Yankees are again one of the top teams in the American League, if not all of baseball, but there are several questions that remain for the team.
One is right in their own farm system.
My question for the New York Yankees is, why isn’t outfielder for the Yankees Triple-A team the Scranton-Wilkes Barre Yankees Austin Jackson in the majors?
He is only 22-years-old and he is tearing up the minors batting .319 with a .385 OBP and is also slugging .442. He has 104 hits, 18 doubles, five triples and four home runs and 144 total bases in 326 at-bats in 86 games.
But yet, they decide to keep Nick Swisher in the majors even though he is batting .235 with a .362 OBP and he’s slugging .459 (Swisher is more of a power hitter than Jackson anyways). He has only 66 hits, 19 doubles, one triple, 14 home runs and 129 total bases on 281 at-bats in 89 games.
Even if Swisher is a veteran, Jackson’s number are clearly better, and he has so much potential it’s unbelievable. If I was GM for the Yankees, Jackson would be on my team in a heartbeat.
